Ordinary shared hosting with PHP and a MySQL database.

A certificate for your domain. Most hosts include one free.
Payments
A Stripe account for cards. PayPay, cash and bank transfer work without one.
A licence
Annual, for one installation domain, with renewals at 15% off and no cut of your ticket sales. Without renewal it keeps working, minus updates and support.
